The Basics of Berry Compliance

Here at Massif, we are dedicated to upholding the highest standards of quality and supporting the American manufacturing sector. We do it by exclusively utilizing U.S production facilities and materials suppliers, and by leveraging decades-old relationships that allow us to maintain unparalleled input into the construction of our garments. This dedication to quality American manufacturing enables us to maintain strict Berry Amendment compliance, a commitment that is a core element of our brand and strategy. Our dedication goes far beyond meeting regulatory requirements—it’s about supporting American workers, enhancing national security, and delivering the highest-quality products to our military and first responder customers.

What is the Berry Amendment?

From Trade.gov, the berry amendment is:

“… a statutory requirement that restricts the Department of Defense (DoD) from using funds appropriated or otherwise available to DoD for procurement of food, clothing, fabrics, fibers, yarns, other made-up textiles, and hand or measuring tools that are not grown, reprocessed, reused, or produced in the United States. The Berry Amendment has been critical to maintaining the safety and security of our armed forces, by requiring covered items to be produced in the United States. With respect to textiles and clothing, the Berry Amendment has been critical to the viability of the textile and clothing production base in the United States.”

In simpler terms, The Berry Amendment is a U.S. federal law which mandates that the Department of Defense (DoD) may only procure certain items—such as textiles, clothing, fabrics, and fibers—that are produced in the United States. This law helps ensure the U.S. military is supplied with domestically made equipment, which strengthens the national defense and supports American manufacturing.

The law traces its origins back to 1941 where it was first passed as the Buy America Act and later renamed in honor of Congressman Ellis Yarnal Berry after his extensive work on improving the legislation. Since then, it has been a cornerstone of the U.S. government’s supply chain strategy, ensuring that essential goods are manufactured within the United States to support both national security and the domestic workforce.

How Does Massif Uphold Berry Compliance?

At Massif, we strictly adhere to the Berry Amendment by manufacturing and sourcing every component of our gear, from raw materials like fabrics, threads, and zippers, to finished products like flame-resistant uniforms, and flight suits, all within the U.S. This level of compliance allows us to attain a competitive edge; by ensuring that all components of our products are sourced and produced domestically, we maintain tighter control over our supply chain, which in turn enhances both the quality of our products and the speed of our delivery.

We maintain high levels of control through a close working relationship with our parent company, Antex Knitting Mills, who develop and manufacture most fabrics used for Massif gear at their facility in Los Angeles, CA. Their ability to create state-of-the-art FR fabrics for Massif in-house, and right here in the U.S., lets us maintain direct oversight over the quality and sourcing of our materials. This ensures that every Massif garment is not only compliant but also meets or exceeds military standards for durability, performance, and safety which further sets us apart from our competitors.

The Strategic Importance of Berry Compliance

Berry compliance provides Massif with several strategic advantages:

  1. Control Over Quality: By managing our manufacturing processes in the U.S., we maintain strict control over the entire production cycle, ensuring that our products meet the highest standards of quality and safety.
  2. Shorter Lead Times: Domestic production allows us to reduce lead times to less than 30 days, which is essential for fulfilling government contracts swiftly and efficiently. This is especially crucial in times of heightened demand, such as during military mobilizations or emergency response situations.
  3. Economic Impact: Sourcing materials and producing products in the U.S. directly supports American workers, manufacturing communities, and the broader economy. Massif’s commitment to Berry compliance helps keep jobs in the U.S. and strengthens the nation’s industrial base.
  4. Supply Chain Security: With global supply chains becoming increasingly unpredictable, the reliability of U.S.-based production becomes even more critical. By keeping our manufacturing within the United States, we mitigate the risks posed by overseas production, such as shipping delays, tariffs, and geopolitical instability.

Better Protection for Service Members: Massif’s commitment to Berry compliance directly impacts the quality and safety of our products. Our flame-resistant clothing and gear undergo rigorous testing and are made from U.S.-sourced materials that are specifically designed to withstand the toughest of environments.

Why It Matters

For our military and first responder customers, the importance of Berry compliance goes beyond just meeting legal requirements. It ensures that our products are safe, reliable, and made with the highest-quality materials—critical factors when lives are on the line.

In addition to the safety and performance of our gear, Berry compliance fosters economic stability by bolstering U.S. manufacturing, creating jobs, and contributing to the nation’s security. For the end consumer, investing in Berry-compliant products means supporting U.S. workers, a stable economy, and a self-sufficient defense industry.

The Hidden Costs of Overseas Production

While overseas manufacturing can sometimes appear cheaper, it often comes with hidden costs—shipping fees, tariffs, extended lead times, and less control over quality. At Massif, we believe the true cost of manufacturing goes beyond the price tag. By choosing to produce our gear domestically, we ensure that every piece is of the highest quality, while simultaneously contributing to the stability of the U.S. economy and national defense.

Consider the intricate construction of a technical Gore-Tex jacket designed to meet Berry compliant specifications: This jacket contains about 26 yards of waterproof tape, meticulously tested under 1.5 pounds of water pressure at 30 different points. A failure in any of these tests can jeopardize the entire contract and risk lives when it absolutely counts – a risk we mitigate through rigorous quality control inherent to stringent U.S. manufacturing standards and in-house materials development. While a similar jacket might cost far less to produce overseas, the cost to make that same garment here in the U.S. reflects the higher standards and cost of labor, material quality, and every other element of maintaining Berry Amendment compliance.

Why Massif Chooses U.S. Manufacturing

Choosing to manufacture in the U.S. is a strategic decision that allows Massif to innovate and control every step of the production process. By keeping production stateside, we ensure that our military and SAR (search-and-rescue) professionals are outfitted with gear that meets the highest standards for quality, safety, and performance.

For us, adhering to the Berry Amendment isn’t just a matter of compliance, it’s an investment in U.S. workers, national security, and the safety of those who serve. Every product we deliver, from our flame-resistant clothing to Gore-Tex jackets, is a testament to our unwavering commitment to providing American-made gear that stands up to the toughest environments and protects those who risk their lives to protect us.

The Bottom Line

Massif’s adherence to Berry Amendment Compliance isn’t just about fulfilling legal requirements; it’s about producing the highest-quality gear for the military and SAR professionals who need it most. By manufacturing in the U.S., we ensure that every product is reliable, durable, and ready to perform under the most demanding of conditions.

At Massif, we’re proud to contribute to national security, support the U.S. workforce, and deliver products that save lives. It’s our honor to provide gear that our military personnel can trust—gear that’s made in the U.S.A. and meets the stringent standards set by the Berry Amendment.
